EXPERIENCE

February 1988 to present

Currently an independent consultant providing health and safety services to public and private organizations in the hazardous waste and industrial fields. Hazardous waste services include safety program management assistance, site safety plan preparation or review, training, and field audits. Industrial services include plant audits, indoor air quality surveys, mold testing and abatement plans, and regulatory compliance audits.

 March 1987 - February 1988

Business Unit Health and Safety Officer (BUHSO), the official representative of safety matters for operations in the San Diego, Phoenix, and Tucson offices of Woodward-Clyde Consultants, assuring compliance with all appropriate State and Federal health and safety requirements.

Responsabilites Included:

  • Writing and/or authorization of safety plans for all operations in region(s).
  • Securing and disseminating toxicological, epidemiological, and industrial hygiene information to prepare teams for hazards encountered in the field.
  • Maintenance of employee records pertaining to medical monitoring, training, and chemical and radiation exposure
  • Safety equipment selection, calibration, and maintenance.
  • Training of employees- OSHA mandated 40-hour initial training, annual refresher training, First Aid, CPR, selection and use of instrumentation, and site-specific training.
  • Establishment and maintenance of inter-office telecommunications network.
 November 1985 - January 1987

Regional Safety Coordinator for Los Angeles office of Ecology and Environment. Provided health and safety oversight for operations under contracts to Federal Environmental Protection Agency (EPA) and California Department of Health Services, including operations of EPA Field Investigation and Tactical Assistance Teams.

Special Projects:

  • Corporate Emergency Chemical Response Team (CERT).
  • Chief Safety Officer for operations at superfund sites including;
    The community contamination investigation at Montrose Chemical plant in Torrance, California
    Remediation operations at Operating Industries Landfill in Monterey Park, California
  • Underground tank program, McClellan Air Force Base in Sacramento, California.
  • Chief Safety Officer for the phase two IRP investigations at Air Force Plant #2 in Tulsa, Oklahoma and Norton Air Force base in Riverside, California.

January 1984 - November 1985

Region VI Safety Coordinator for the Dallas Office of Ecology and Environment, Inc. Under contract to the Office of Emergency and Remedial Response of Environmental Protection Agency. Responsible for activities performed in Texas, Arkansas, Louisiana, New Mexico, and Oklahoma.
Other activities:

  • Team leader/project manager for EPA investigations of uncontrolled hazardous waste sites.
  • Regional Computer Coordinator implementing microcomputer installation of geotechnical applications and management data systems.
  • Major author of corporate Standard Operating Procedure for investigation of chemically and radioactively contaminated mixed waste sites.

 1979 - 1984

  • Under grant from the National Institute for Occupational Safety and Health to develop personal air sampling device incorporating real time respiration data.
  • Under grant from Texas Transportation Institute to collect and analyze Houston highway noise data for validation of computer model used for highway construction planning.

 ACADEMIC ACTIVITIES

The doctoral program at Texas A&M University emphasized engineering control methods for chemical, physical, and ergonomic hazards in the occupational environment, as well as the classical areas of engineering management; production, cost analysis, and labor relations.

Dissertation involved the design, construction, programming, and testing of a microprocessor-controlled personal air sampling pump responding to the respiration of the wearer.

 Undergraduate Research Activities:

Physiological effects of specific protein deficiencies in pregnant rats. Three dimensional reconstruction techniques of mitochondrial structures based on electron microscopy.

 Graduate Research Activities:

Masters Thesis, CSUN; Flowrate and Air monitoring for Benzene.

Dissertation, TAMU; A Respiration Modulated Air Sampling Pump.

COMPUTING EXPERIENCE

Computing experience developed on a variety of systems on mainframe and micro level. Languages include FORTRAN, Basic, Pascal, Forth, Dbase. Visual Foxpro, Lotus 123, HTML and assembler.

Most recent project involved the development of a chemical inventory database management program. The program was designed to track items based on location, custodian, and specific health and safety and environmental characteristics. The program prints and utilizes bar code data, and runs under windows 3.1. A windows 95 compatible version is in development.
